PREAMBULA
Mi, stanovnici planete Zemlje, svesni zajedničkog porekla, različitosti naših kultura, jezika, naroda i uverenja, proglašavamo načela planetarne civilizacije zasnovane na dostojanstvu, slobodi, pravdi, miru, znanju i odgovornosti.
Zemlja je naš zajednički dom. Nijedna država, korporacija, organizacija, tehnologija ili pojedinac ne može polagati pravo na apsolutnu vlast nad čovečanstvom.
Ovim ustavom uspostavljamo viziju sveta u kojem su ljudska prava nepovrediva, priroda zaštićena, nauka slobodna, tehnologija odgovorna, a buduće generacije ravnopravno zastupljene u odlukama koje oblikuju njihovu sudbinu.
Naše načelo: Jedna planeta. Mnogo naroda. Jednako dostojanstvo. Zajednička budućnost.
Ovo je predlog novog, nezvaničnog planetarnog ustava, a ne važeći međunarodni pravni akt.
GLAVA I — OSNOVNA NAČELA
Član 1 — Planetarno zajedništvo
Planeta Zemlja predstavlja zajednički životni prostor čovečanstva i drugih živih bića. Svaka država zadržava svoju suverenost, dok se pitanja od globalnog značaja rešavaju međunarodnom saradnjom.
Član 2 — Jednakost svih ljudi
Svi ljudi su jednaki pred zakonom, bez obzira na nacionalnost, poreklo, pol, veru, politička uverenja, imovinsko stanje ili druge lične osobine.
Član 3 — Vrhovna načela
Mir, ljudsko dostojanstvo, sloboda, istina, pravda, održivost i odgovornost predstavljaju temelj ovog ustava.
Član 4 — Zabrana apsolutne vlasti
Nijedna institucija, politički vođa, veštačka inteligencija ili privatni subjekt ne sme imati neograničenu vlast nad ljudskim životima.
GLAVA II — PRAVA STANOVNIKA ZEMLJE
Član 5 — Pravo na život
Svako ljudsko biće ima pravo na život, slobodu, bezbednost i zaštitu od nasilja, torture i proizvoljnog lišavanja slobode.
Član 6 — Pravo na osnovne uslove života
Svaka osoba ima pravo na dostojanstven život, uključujući pristup vodi, hrani, zdravstvenoj zaštiti, obrazovanju i odgovarajućem stanovanju. Države su dužne da postepeno ostvaruju ova prava u skladu sa raspoloživim resursima.
Član 7 — Sloboda svesti i mišljenja
Svako ima pravo na slobodu misli, savesti, religije, filozofskog uverenja i naučnog istraživanja, uz poštovanje prava drugih.
Član 8 — Pravo na digitalni identitet
Svaki čovek ima pravo na zaštitu ličnih podataka, digitalnu privatnost, bezbednost identiteta i pristup sopstvenim podacima.
Član 9 — Pravo na pravdu
Svako ima pravo na nezavisan sud, pravičan postupak, pretpostavku nevinosti i delotvoran pravni lek.
GLAVA III — MIR I PLANETARNA BEZBEDNOST
Član 10 — Mirno rešavanje sporova
Države su dužne da međunarodne sporove rešavaju mirnim putem, u skladu sa Poveljom Ujedinjenih nacija.
Član 11 — Zabrana agresije
Zabranjuje se agresivni rat. Pravo na samoodbranu i mere kolektivne bezbednosti uređuju se međunarodnim pravom.
Član 12 — Zaštita stanovništva
Civilno stanovništvo, zdravstvene ustanove, humanitarni radnici i civilna infrastruktura uživaju zaštitu u skladu sa međunarodnim humanitarnim pravom.
GLAVA IV — PRIRODA I PLANETARNI RESURSI
Član 13 — Zaštita Zemlje
Čovečanstvo ima zajedničku odgovornost da štiti klimu, šume, okeane, reke, zemljište, biodiverzitet i prirodne ekosisteme.
Član 14 — Odgovorno korišćenje resursa
Prirodni resursi koriste se održivo, uz pravičnu raspodelu koristi i zaštitu lokalnih zajednica.
Član 15 — Prava budućih generacija
Pri donošenju dugoročnih odluka mora se uzeti u obzir njihov uticaj na ljude koji još nisu rođeni.
GLAVA V — VEŠTAČKA INTELIGENCIJA I DIGITALNA CIVILIZACIJA
Član 16 — Ljudska kontrola nad AI
Veštačka inteligencija mora služiti ljudskom dostojanstvu i dobrobiti. Odluke koje ozbiljno utiču na prava ljudi moraju podlegati odgovarajućem ljudskom nadzoru i mogućnosti osporavanja.
Član 17 — Algoritamska odgovornost
Visokorizični sistemi veštačke inteligencije podležu nezavisnoj proveri, proceni rizika i odgovornosti za štetu.
Član 18 — Digitalna sloboda
Masovni nezakoniti nadzor, neovlašćena manipulacija ličnim podacima i diskriminacija algoritamskim sistemima moraju biti zabranjeni.
Član 19 — Nauka i istraživanje
Naučna istraživanja su slobodna uz poštovanje etičkih standarda. Teorijske hipoteze, uključujući istraživanja svesti, simulacija i multiverzuma, mogu se proučavati, ali se moraju razlikovati od empirijski potvrđenih činjenica.
GLAVA VI — PLANETARNE INSTITUCIJE
Član 20 — Planetarna skupština
Predlaže se demokratski predstavnički forum građana Zemlje, sa savetodavnom i inicijativnom ulogom, bez automatskog ukidanja nacionalnih parlamenata.
Član 21 — Savet za mir i bezbednost
Predlaže se nezavisno međunarodno telo za prevenciju sukoba, rano upozoravanje i posredovanje, u saradnji sa postojećim institucijama.
Član 22 — Planetarni sud za ljudska prava
Predlaže se razvoj mehanizma za zaštitu prava u slučajevima kada postojeći nacionalni i međunarodni pravni lekovi nisu delotvorni, uz jasno utvrđenu nadležnost i saglasnost država.
Član 23 — Savet nauke, tehnologije i etike
Savet čine nezavisni stručnjaci iz nauke, medicine, prava, tehnologije, filozofije i zaštite životne sredine, uz javno objavljivanje sukoba interesa.
GLAVA VII — PRIVREDA I SOCIJALNA PRAVDA
Član 24 — Pravo na rad
Svako ima pravo na pravične uslove rada, zaštitu od eksploatacije i jednaku naknadu za rad jednake vrednosti.
Član 25 — Pravo na preduzetništvo
Garantuje se sloboda zakonitog preduzetništva, inovacija, intelektualnog stvaralaštva i poštene tržišne konkurencije.
Član 26 — Odgovornost velikih ekonomskih subjekata
Korporacije i finansijske institucije podležu zakonima, poreskoj odgovornosti, pravilima konkurencije i zaštiti ljudskih prava.
GLAVA VIII — SVEMIR I BUDUĆNOST CIVILIZACIJE
Član 27 — Mirno istraživanje svemira
Istraživanje svemira treba da bude usmereno na mir, nauku i dobrobit čovečanstva, u skladu sa međunarodnim svemirskim pravom.
Član 28 — Planetarna zaštita
Države sarađuju u zaštiti Zemlje od asteroida, pandemija, katastrofa, velikih tehnoloških incidenata i drugih globalnih rizika.
Član 29 — Sloboda istraživanja nepoznatog
Dozvoljeno je odgovorno proučavanje neobjašnjenih prirodnih pojava, porekla svesti i mogućnosti života izvan Zemlje, uz transparentnost metoda i proveru dokaza.
GLAVA IX — USVAJANJE I IZMENE USTAVA
Član 30 — Demokratsko usvajanje
Ovaj predlog može steći pravnu snagu samo kroz legitimne demokratske procese, međunarodne sporazume i odgovarajuće ustavne procedure država.
Član 31 — Izmene i dopune
Izmene se predlažu javno, uz učešće građana, stručnjaka, država i civilnog društva. Nijedna izmena ne sme ukinuti osnovna ljudska prava.
Član 32 — Zaštita postojećih prava
Nijedna odredba ovog ustava ne sme se tumačiti kao dozvola za ograničavanje prava koja su već garantovana međunarodnim pravom.

PREAMBLE
We, the people of Planet Earth, united by our shared humanity and responsibility for the future, recognize the equal dignity of every person, the diversity of nations and cultures, and the interdependence of all life.
We affirm that Earth is our common home, that peace must prevail over aggression, that freedom must coexist with responsibility, and that scientific and technological progress must serve humanity rather than dominate it.
We commit ourselves to protecting fundamental rights, safeguarding the natural world, promoting justice, advancing knowledge, and preserving a habitable planet for generations yet to come.
With respect for the sovereignty of nations, the principles of international law, and the democratic will of peoples, we hereby propose this Constitution of Planet Earth as a framework for a peaceful, just and sustainable planetary civilization.
ONE EARTH • ONE HUMANITY • ONE FUTURE
CHAPTER I — FUNDAMENTAL PRINCIPLES
Article 1 — Planetary Unity
Planet Earth shall be recognized as the common home of humanity and all living beings. International cooperation shall guide matters affecting the planet as a whole, while the sovereignty and lawful self-government of nations shall be respected.
Article 2 — Equality of Humanity
Every human being is born free and equal in dignity and rights. Discrimination based on nationality, ethnicity, sex, religion, disability, political opinion, economic status or other protected characteristics shall be prohibited.
Article 3 — Supreme Constitutional Values
Peace, liberty, justice, human dignity, truth, solidarity, environmental stewardship and accountability shall constitute the fundamental values of planetary civilization.
Article 4 — Prohibition of Absolute Power
No government, individual, corporation, military organization or artificial intelligence system shall possess unlimited authority over humanity. All public power shall be subject to law, accountability and independent oversight.
CHAPTER II — FUNDAMENTAL HUMAN RIGHTS
Article 5 — Right to Life and Security
Every person shall have the right to life, liberty and personal security. Torture, slavery, enforced disappearance, arbitrary detention and other grave violations of human dignity shall be prohibited.
Article 6 — Right to Essential Living Conditions
Every person shall have the right to an adequate standard of living, including access to safe water, sufficient food, healthcare, education and adequate housing. Governments shall take appropriate measures to progressively realize these rights.
Article 7 — Freedom of Thought and Consciousness
Freedom of thought, conscience, religion, belief, expression and peaceful inquiry shall be protected, subject only to lawful restrictions necessary to safeguard the rights and freedoms of others.
Article 8 — Digital Identity and Privacy
Every person shall have the right to privacy, personal data protection, digital security and meaningful control over the use of their personal information.
Article 9 — Right to Justice
Every person shall have access to independent and impartial courts, due process, the presumption of innocence, legal protection and effective remedies for violations of fundamental rights.
CHAPTER III — PEACE AND PLANETARY SECURITY
Article 10 — Peaceful Settlement of Disputes
All nations shall pursue peaceful resolution of international disputes through diplomacy, negotiation, mediation, arbitration and other lawful means.
Article 11 — Prohibition of Aggression
Aggressive warfare shall be prohibited in accordance with international law. The inherent right of self-defense and lawful collective security measures shall remain subject to the United Nations Charter.
Article 12 — Protection of Civilian Populations
Civilian populations, humanitarian personnel, medical facilities and essential civilian infrastructure shall receive protection in accordance with international humanitarian law.
CHAPTER IV — NATURE AND PLANETARY RESOURCES
Article 13 — Protection of the Earth
Humanity shall bear a collective responsibility to protect the climate, oceans, forests, rivers, soil, biodiversity and ecosystems essential to life.
Article 14 — Sustainable Resource Management
Natural resources shall be managed responsibly and sustainably, with consideration for environmental protection, equitable benefit-sharing and the rights of affected communities.
Article 15 — Rights and Interests of Future Generations
Public authorities shall consider the long-term environmental, social and economic consequences of decisions affecting future generations.
CHAPTER V — ARTIFICIAL INTELLIGENCE AND DIGITAL CIVILIZATION
Article 16 — Human Oversight of Artificial Intelligence
Artificial intelligence shall be developed and deployed in service of human dignity, safety and well-being. Decisions significantly affecting fundamental rights shall be subject to meaningful human oversight and review.
Article 17 — Algorithmic Accountability
High-risk artificial intelligence systems shall be subject to appropriate independent evaluation, transparency requirements, risk assessments and legal accountability.
Article 18 — Digital Freedom and Protection
Unlawful mass surveillance, unauthorized exploitation of personal data and discriminatory algorithmic practices shall be prohibited. Digital freedoms shall be protected consistently with fundamental human rights.
Article 19 — Scientific Freedom and Research
Scientific inquiry, including the study of consciousness, cosmology, artificial intelligence and theoretical models of reality, shall be protected within ethical and legal boundaries. Speculative hypotheses shall be distinguished from experimentally verified findings.
CHAPTER VI — PLANETARY INSTITUTIONS
Article 20 — Planetary Assembly
A representative Planetary Assembly may be established through international agreement to deliberate on matters of global concern, with democratic participation and respect for national legislative authority.
Article 21 — Council for Peace and Security
An international Council for Peace and Security may be established to support conflict prevention, mediation, early warning and cooperation with existing international institutions.
Article 22 — Planetary Human Rights Tribunal
Participating states may establish a judicial mechanism for the protection of fundamental human rights where existing remedies prove inadequate. Its jurisdiction, independence and procedures shall be defined by lawful international agreement.
Article 23 — Council of Science, Technology and Ethics
An independent advisory council shall promote responsible innovation, scientific integrity, ethical technology development and environmental protection. Its members shall disclose conflicts of interest and remain accountable to transparent governance standards.
CHAPTER VII — ECONOMY AND SOCIAL JUSTICE
Article 24 — Right to Work
Every person shall have the right to seek employment under fair, safe and dignified conditions, with protection against exploitation and discrimination.
Article 25 — Freedom of Enterprise and Innovation
Lawful entrepreneurship, innovation, intellectual creation and fair economic competition shall be protected, subject to public-interest safeguards and the rights of others.
Article 26 — Corporate and Financial Responsibility
Corporations and financial institutions shall comply with applicable laws concerning taxation, fair competition, environmental protection, labor standards and human rights.
CHAPTER VIII — SPACE AND THE FUTURE OF CIVILIZATION
Article 27 — Peaceful Exploration of Outer Space
Outer space shall be explored and used for peaceful purposes and the benefit of humanity, consistent with applicable international space law.
Article 28 — Planetary Protection and Global Risk Prevention
Nations shall cooperate to prevent, prepare for and respond to global threats, including asteroid impacts, pandemics, severe environmental disasters, major technological failures and other catastrophic risks.
Article 29 — Freedom to Explore the Unknown
Responsible scientific investigation into unexplained natural phenomena, the origins of consciousness and the possibility of extraterrestrial life shall be permitted and encouraged, subject to transparent methods, ethical safeguards and verifiable evidence.
CHAPTER IX — RATIFICATION, AMENDMENTS AND CONSTITUTIONAL SAFEGUARDS
Article 30 — Democratic Ratification
This proposed Constitution shall acquire legal force only through legitimate democratic procedures, valid international agreements and the constitutional processes of participating states.
Article 31 — Constitutional Amendments
Amendments shall be proposed and considered through transparent, inclusive and democratic procedures involving participating nations, civil society and relevant experts. No amendment shall abolish the inherent dignity or fundamental rights of human beings.
Article 32 — Protection of Existing Rights and International Law
Nothing in this Constitution shall be interpreted as authorizing the restriction of rights already protected by applicable international law. Where legal obligations overlap, participating states shall uphold their binding international commitments.
FINAL CONSTITUTIONAL DECLARATION
We affirm that the future of Earth must not be determined by fear, domination, exploitation or the uncontrolled exercise of power.
We envision a planetary civilization in which freedom is protected by justice, technological progress is guided by ethics, cultural diversity is celebrated, and the natural world is preserved.
We recognize that the responsibility for building such a civilization belongs not to a single leader or institution, but to humanity collectively.
Let peace guide our decisions. Let knowledge illuminate our future. Let human dignity remain inviolable. Let Earth remain a home for generations to come.
