PETICIJA MEŠTANA ZA ZAŠTITU ODUZIMANJA REKE U SELU RADEŠA SO DRAGAŠ
Mi dole potpisani meštani sela Radeša SO Dragaš, na osnovu svojih prava zagarantovana Ustavom i zakonima Republike Kosova, pokrećemo peticiju u kojoj zahtevamo od navedenih nadležnih inspektorata organa Republike Kosova i SO Dragaš, hitno pokretanje istrage koja će sprečiti izgradnju novog glavnog vodovoda, brane iznad sela Radeša i vodovodne mreža za Dragaš i 15 opštinskih sela od kojih su 8 albanska kao i uvođenje sistema naplate vode ovim selima.
Zbog neprocenjive vrednosti naše reke kao prirodni obnovljivi izvor i naše lične potrebe za rekom, kao i potreba svih naših budućih generacija mi kao meštani sela Radeše zahtevamo da se celokupan projekat hitno u potpunosti obustavi sa naših privatnih imanja i seoskog atara ili izmesti u donjem toku radeške reke izvan granica atara našeg sela i naših imanja. Mi kao pripadnici goranske manjinske nacionalne zajednice na Kosovu ovaj akt shvatamo kao ozbiljnu pretnju našoj nacionalnoj bezbednosti i daljem opstanku, kome je do sada već ozbiljno ugrožena zbog iseljavanja 90% žitelja sela usled prethodnog rata (dokaz mesta privremenog boravka iz peticije).
Zahtevamo sprovođenje kontrole svih zakonitosti nad ovim radnjama koji prema našim saznanjima se obavljaju mimo prava i zakona i bez saglasnosti svih meštana. Imamo saznanja da SO Dragaš ima nekakav sporazumni ugovor sa nelegitimnim predstvnicima koji nisu sproveli javni skup meštana sela Radeša u jeku sezone kada je selo puno sa meštanima radi glasanja kako bi se donela odluka u vezi sa predlogom sporazuma ugovora koji ni dan danas nije predstavljen javnosti na našim seoskim informativnim tablama, opštinskim infomativnim tablama, zvaničnom sajtu opštine ili drugim kanalima javne komunikacije i informisanosti. Imamo i saznanja da je opštinska uprava sprečila snimanje redovne skupštinske sednice kada se donosila odluka o ovom projektu gde se jedan deo goranskih odbornika usprotivio izgradnji ovakvog projekta zbog nelegitimnog sporazumnog ugovora sa selom Radeša, zbog neispunjenja svih ugovorenih obaveza iz tog sporazuma, smatrajući ga štetnim i imamo saznanja da ni jedan lokalni elektronski medij ili portal nije smeo da obavesti javnost.
Sobzirom da naše selo zbog opštine dugo nema predsednika sela i mesni odbor kao dokaz prilažemo Izvod iz zapisnika sa sastanka održanog u selo Radeša još 20. septembra 2022. godine i zato pozivamo najpre opštinsku Komisiju za izbor mesnih odbora da postupi u skladu sa Pravilnikom o organizovanju i saradnji opštine sa selima, naseljima i gradskim naseljima na teritoriji opštine Dragaš. U članu 5. i 7. ovog pravilnika pomenuta Komisija je dužna da stvori uslove za izbore i obrazuje mesni odbor sa predsednikom sela i sačini zapisnik o izborima. Pored pomenute Komisije pozivamo i ostale nadležne da ispune sve obaveze iz zapisnika jer do sada nije ispunjena ni jedna obaveza kako bi se u našem selu stekli uslovi za rad i funcionisanje potreba meštana i međusobnu saradnju sa opštinom.
Od navedenih nadležnih organa zahtevamo sprovođenje kontrole zakonitosti nad svim ovim radnjama.

PETITION OF THE RESIDENTS TO PROTECT THE RIVER CONFISCATION IN THE VILLAGE OF RADEŠA, DRAGASH
We downward signed residents of Radesa, Dragas, on the basis of our rights guaranteed by the Constitution and the laws of the Republic of Kosovo, and Dragas, we initiate a petition where we require of these competent inspectorates of the bodies Republic of Kosovo and Dragas, the urgent initiation of an investigation that will prevent construction the new main water supply, dams above the village of Radesa and a plumbing network for Dragas and 15 municipal villages, of which 8 are Albanian as well as the introduction of the water money collection system these villages.
Because of the invaluable value of our river as a natural renewable source and our personal needs for the river, as well the need of all our future generations, we as the residents of village we require to fully suspend the entire project from our private property and rural village atar or relent to the lower course of the Radesa river out of border of the our village atar and our private property. We as members of the Goranian Minority National Community in Kosovo understand this act as a serious threat to our national security and further survival, which has already been seriously endangered due to the emigration of 90% of the village due to the previous war (proof of temporary residence from the petition).
We also require the implementation of the control of all legality over these actions, which according to our knowledge are performed without law and without the consent of residents village. We have the knowledge that municipality Dragas has some agreement with the illegitimate representatives peoples who did not implement the village election assembly of Radesa to issue a decision on the agreement that is not presented today on our rural informationboards, municipal informationboards, the official site of the municipality or other channels of public communication and information. We also have knowledge that the municipal administration has prevented a media records when they voted decision on this project, where one part of Goranian councilors objected to this due to an illegitimate agreement with the village of Radesa, due to non-compliance with all contracted obligations from that agreement, considering him harmful and we also have the knowledge that all local electronic media or portal should not inform the public.
Our village because of municipality, there is no president of the village and the village committee, you have a proof in Excerpt from the minutes from the meeting held in the village of Radesa 20.September 2022, and we first call municipal commission for the selection of local committees to act in accordance with the Ordinance on organization and cooperation between the municipality with villages, settlements and urban settlements in the territory of the municipality of Dragash. Article 5 and 7 of this Ordinance is obliged commission to create conditions for the elections and educates the village committee with the president of the village and the compose election record. In addition to the mentioned commission, we also invite others to fulfill all obligations from the minutes because no obligation has been met so far in order to obtain the conditions for work and functioning the needs of residents in our village and mutual cooperation with the municipality.
Of the above competent authorities, we require the implementation of the control of legality over all these actions.
